Resolder the OD relay. $0, 15 minutes, no risk, clean 'n easy job. If it helps nothing, you've spent nothing.

On a manual, you should next check the wiring to the pushbutton to be sure the insulation's not frayed and the wires aren't shorting together.

Finally, you might need a new 4th gear safety override switch (mounted in the top of the tranny).
