Lower Shock Bolt Play? 91 240 200

I took the shocks off my 91 240- this weekend and tried to use aluminum tape as a shim to stop the rattles. They are Boges Automatic shocks. Shimmimg didn't help - still have the rattle.

The top mount was snug. I shimmed it anyway, and now it is tight. I noticed the bottom bolt has play - it will move inside the shock mounting, inside the spacer, and inside the holes through the rear trailing arm - all at 1/20" or so. The bolt, trailing arm and spacer are original. Is this much play normal?
