Surging 740 700 1989

Sounds like it might be the idle air control valve (IACV) under the throttle body. It bypasses some intake air past the throttle body for quicker idle when engine is hot. Stuck open? Give it soem taps with large screwdriver handle with engine running, see if your idle fluctuates.

Could be AMM too, many functions on it hence depending on what goes it can have different symptoms.

ECU? Does it have the problamatic 561?
