fuel delivery problems 200 1978

This could be a very long post but I'll make it short for now. 1978 242 GT (b21f)....quit on me last night and would not restart. When I pull the fuel relay off and crank it, it will start and run for a bit (using existing fuel in manifold?) When I replaced the (its new) relay, the engine would just crank...until I took the relay off again and cranked until it would again sputter and run for a few seconds. Now, is the engine flooding and is the problem perhaps the control pressure regulator? Before all this, the engine would idle too fast (1500 rpm)even when warmed up and I would adjust the air knob on the throttle body to 900 or so which worked fine until the next cold start attempt . I have put in a new "desert" pre pump, new lines from the tank to the main pump (which doesn't sound happy, but works) and fuel filter. Anyone want to take a shot at this one? Thanks.
