Front Brake Problem...and a WARNING!! 700 1989

When I bought my 87 740 2 years ago it required new front brake pads to pass the safety. These were installed by a reputable independant Volvo garage. About 6 months after buying the car I checked a sqealing in the front end and found just what you did - the shim was jammed up against the hub that I could barely turn the wheel. I figured this was a fluke, removed the shim and installed the pads with anti - squeal compound. A month later a shim on the other wheel did the same thing. I'm not a big fan of shims since then.
