fuel issue 200 1982

my '82 Volvo is having some fuel issue.

I was having a problem with the fuel pump a year ago (the one under the chassis by the gas tank), so I replaced it, and my problem went away. Then about 2 months ago I was having a problem where when I turn the key sometimes I wouldn't hear the fuel pump "buzz" and the car would not start. I replaced the fuel relay and it worked fine afterward. Now I am having the same problem...the fuel pump "buzz" isn't present about 1 out of 10 times starting, and the car won't start... is it possible the relay is burned out already? If so, what would cause it? I have read that the relays can get rather hot and burn out... any suggestions?
