excessive NOx emissions -- no EGR 200 1992

My '92 240 fails Ohio's emissions test due to high NOx. (1500ppm when the limit is 910ppm)

I've been told that the EGR valve is usually the culprit in this case, but I don't have EGR.

What can I do? I've already tried cooling the engine by removing the thermostat and wiring the electric fan to run all the time. This did not reduce NOx, but did increase hydrocarbon emissions.

The car has a new catalytic converter. I have checked the fuel injection and emissions computers, and they record no fault codes.

What can I do?
