Glueing the drivers side mirror back on 900 1994

I was getting into the car one afternoon back in January and I noticed that the glass part of the mirror fell out when the door was closed, because the company I work for doesn't remove the snow in a timely manner, this was to my benefit, the glass just fell into the snow and did not break.
I did glue it back in with a two part epoxy, but just noticed that it is coming loose. Anybody have an idea of what adhesive to use. I think the epoxy would work if absolutely no water gets behind the panel. The water then freezes and the adhesive starts to slowly break.

So if anybody has some ideas please let me know.
