The VW relay is adjustable/programable; It works like this: Turn the wipers on for one cycle, and then turn back off. Wait the desired "off" time that you would like to use, then turn back on. The programmable relay remembers the time of the "off" interval and repeats it indefinitly until you turn it off, on full time, or program another cycle. This eliminates the need for a separate control and the relay is infinitely adjustable from zero to 30 seconds. This is what I want to do, anyway.

A quick search revealed this design that looks fairly easy to build...
