brake light problems 1989 740gle 700 1989

Headlights off = All brake lights work fine.
Headlight on = When bakes applied, Rear dash lights work, right tail/brake light works, the left tail/brake light has both elements hot as soon as the headlights are turned on and doesn't change when brakes applied.

FYI
Just replaced both rear tailight assemblies(circuit strips and all) due to broken plastic which made passing State Inspection impossible. Had the same lighting troubles/symptoms before replacement though. I was hoping replacement would cure the problem but it didn't.
