removing surface rust and painting the wheels... 1800 1973

Hey,

I'm really new to this stuff so I don't wanna sound like an idiot. But forgive me if I do. I know taking the rubber off the wheels is a pain but isn't it better to check the whole wheel for rust? Also if you did remove the rubber you could really get rid of the rust with a grinder then do that POR-15 stuff. I read in another post that that stuff seems to like bare metal better than what the instructions say to do.
