ECU damage? 700 1990

It is not likely that the ECU was affected: either it works or it doesn't. The IAC is merely a stepper motor and is fairly robust as well. Look at your sensors as a possible problem. Also, have you given the car enough time to re-program the ECU? It has to be driven a little to recover the settings.

Finally, are the battery connections OK? The cables? Have you tested voltages to ensure you've got 12V at sensors, etc.?
