No start- missing ground at fuel relay 700

1987 740 turbo - After removing the head, exaust manifold, and intake it will not start. Fires on starting fluid so started troubleshooting the fuel side. Fuel pump relay is not clicking when ignition is turned on. Voltage at relay and grounds and found no ground signal at pin 86/1 on relay. Have contunity from relay to Control unit at pin 21. When I close the relay by hand the fuel pump runs. When I first tried to start car I heard a buzzing noise at the fuse box I have never heard before. When it did it again it seems to come from the fuel pump relay. Figure I must have a bad connection somewhere were I did work this week but I am a loss.
