No start- missing ground at fuel relay 700

1987 740 Turbo wagon / 230FT- Bosch or Bendix what? Wiring diagram calls the fuel system "LH Jetronic 2.2"
Here is more info-
Ran fine prior to removing head and manifold.
Neither relay closes when cycling the key, however one did "hum" with the first turn of the key to run. If the key was moved back to off the back to run or start then nothing. This happened about five times then an hour later the last time I tried it didn't do this.
Tested fuel pump relay with 12v on proper terms and it closes like it should.
Manually closing contacts runs the pump and the other relay causes another relay to "click" under the instrument cluster.
Tried to start car with one and both relays held closed. No start.
Not getting a ground at 86/1 on relay.
Car fires on starter fluid.
I double and triple checked all of the connectors I diconnected (none on the intake side) but will do another check in the AM tomorrow.
