No start- missing ground at fuel relay 700

Bagle,
I have that ground but it is the other one I am missing, pin 21. When that pin is ground it closes the other relay which in turn supplies 12vdc to the relay that runs the pumps. I shot contuinity from pin 17 to the relay to check just what you pointed out, the CAOS switch. Checked good. Any ideas what triggers the ECU to give a ground at 21? I am thinking that it does so when its powered up. I am guessing that on the factory diagrams that the grounds shown on the ECU are grounds all the time unless they are in an arrow which may indicate that the signal varies. Is this correct?
