'86 240 Wagon Speedometer erratic, jumps to 120mph when turned on 200 1986

Hello -
My '86 240 DL Wagon is having speedometer problems. It has the K9800 speedometer and I pulled it out and visually it looks ok and the gears don't seem to be the problem. When I turn the ignition switch on the needle bottoms out over 120. It appears to be an electrical problem but I am not sure where to start. I checked everything over visually as best I could, but would appreciate any advice on how to begin trouble shooting this problem. Thank you.
