P1800 That Hasnt Been Started in 3 years- Steps to Start??? 1800

I am about to become the proud father of a 68 p1800 that has been garaged for 3 years. The previous owner parked the car because it wouldnt start and thinks the reason was because it ran out of gas. I checked the tank and sure enough it is empty so ive got my fingers crossed....
I wanted some advice on the easiest way to get this beauty up and running. I plan to:
1. Change fuel filter
2. Squirt some oil into each cylinder head via the sprk plug hole
3. Turn both the fan and crank 1 or 2 full revolutions
4. Bleed the brakes
5. Fill the tank - are these cars leaded or unleaded? the engine was replacd in 1991 with a rebuilt but is there anyway to find out other than the owners memory?
6. Drain and replace 3 qrts oil + 1 qrt Slick50
7. Put in a battery and.....chug chug chug....
What steps am i missing? I dont want to miss something and inadvertently damage the cylinders, rings, etc....I read some posts and understnad the fuel pump should come on when ignition is turned on but should i hear it pumping or not?

btw its red with black interior, the only broken gauge is the fuel gauge (so it makes sense she ran out of gas i hope) original radio, one small ding on rear trunk space that i can knock out with a rubber hammer, interior 90% good.....
i wont mention how much i got her for but whoooooo it was a great deal :>
