86 240 Electrical Problem - Strange 200 1986

My 86 240 wagon has 240,000 miles on it.
I have a really strange electrical problem. As always, this morning the car started right up. On the way to work the windshield wipers, and heater fan worked noticably slower. When at work, I turned off engine. Then when I tried to start it nothing, not even a click from the starter.

At lunch, then again after work, it started fine. The ride home had the same slow wipers and heater fan slow down (I minimized use to save electrical power).
Here is the strange part. When stopped for a light, the speedometer would show the car speeding up and slowing down, although I was at a dead stop. As soon as I started to go, the speedometer acted fine.

Any thoughts on this? I would appreciate any advice.
