mileage not up to par 900

for 30% city and 70%highway driving, I can only squeeze out around 9.4km/l which is around 22mpg. I recently just got all new rotors, spark plugs. Tires are in rite pressure; engine sound, idle and running smooth; no warning lights from the dash. Is 22mpg up to par? anything I can actually do to improve the mileage? Thanks for any thought
