Engine Surges at Idle No Power? 200

How many miles are on your clock?

I would say it is getting the fuel it needs, but not the air to back it up.

Try cleaning out your ICV. pull it out, spray some brake cleen in it and shake it like a poloroid picture for a 1/2 min. After a while it gets all varnishy inside and the motor doesn't like to spin normally. If you idle improved, your ICV is the problem. It may not cure it, that just means you need a new ICV soon.
You may need to do this a couple of times.
