240 wagon AT will not shift into OD 200

91 240 wagon, 150k miles (suspect orginal tranny fluid) will not shift into OD, mechanic checked and said tranny seems good, must be fuel ? relay, and about $400 to replace. any ideas for possible cause, also should the fluid be changed, have heard at this late in the game changing the fluid can losen particles causing more problems. thanks in advance for suggestions.
