Broken Rubber 700

My car has been making squeeking/crunching noises whenever i go over a bump or turn the wheel right. So, upon inspecting it, I noticed one of the rubber boots on the rack has broken (seems to be unrelated to the noise) So my question is, can this just be replaced, or is the steering rack ruined now from the seal breach? Also, what could be making that noise from the passenger's side front side. This is on a 1987 780 222373 miles. Thanks for your help,
