1986 740 B230FT - Fuel Pump Issues 700 1986

Hi to all Volvo Gurus once again.

My Symptoms are as follows. 1986 B230 FT. Neither fuel pump kicks on when the key is turned on at the ignition.

I jumped the two contacts on the Fuel Pump relay contacts 87/2 & 30 at the relay panel and one of the fuel pumps does kick on.

Does this indicate that the ECU has shit the bed ? What are my options and what would be the best course of action ?
