No start unless pumps jumped 200

Trying to ID the starting problem with an 82 244 K-Jetronic.

Power is getting to both pumps only when the 5 and 7 fuses are jumped (or I close the contact in the relay). I notice the main pump only gets about 4-6 volts. The pump relay is new.

What feeds the pump relay? I see a system relay in diagrams but I'm not sure if I've found it on the car. I've repaired all of the old harness decay problems that I've found. Once the car starts, it runs OK.
