240 Wagon Parts or restore? 200

A few threads back someone posed the same question. I bought a 240 wagon for $300 with 140,000 miles and some minor cosmetic problems. Actually it appears to be in better condition than the wagon I bought for $1800 and drive every day. The but is that there seems to be some electrical condition that prevents the car from running consistently. Does anyone know how I can perform a broad check of the electrical systems in the car to ascertain its potential? Such as, can I check the ECU, AMM, Throtle Positioning Sensor, etc. I have seen diagnostic systems at national chain stores and wonder if this could help me nail the problem. Any help is appreciated.
