'79 throttle body 200 1979

I've got my throttle body apart and can't remember how the plate goes back in. There is some sort of check valve (I think) on this plate that I'm guessing is supposed to let a little bit of air past when the plate is fully closed. In this case, the flat part of the valve would face up towards the manifold and the spring part would face down towards the black rubber grommet. Is this correct? Thanks in advance to all the wise mechanics who make this such a great site. -Jeremy
