Turbo question 700 1988

What mechanism does Volvo use to prevent the turbo from boosting when revving the engine in park? I have noticed that when you rev the engine in park (or in gear with your foot on the brake) that the boost needle jumps then falls back to a non-boost position. Is this a waste gate function and if so what over-rides it once you are moving? Just curious.
