no start 700 1990

recently i posted about timing marks for dual overhead cam and very good replies. but i still can't get engine to start. i have checked and double checked to make sure #1 is on tdc and cams are alined to marks on plastic housing. even replaced coil cap wires plugs. i have fire and fuel but seem to be getting fire on intake stroke and somtimes on exhaust. is it possible someone before me rotated the dist to make run with same problem. if so how do i fix it.
