lights flash when brakes are pressed 200 1989

I have a 89 240 DL and for about a month now some times when i press my brackes my lights on my dash and head lights and even my radio will flash off and on. Someone told me it could be a bad ground,So i checked the grounds under the hood all seamed ok so i don't know what else to look for. Can any one help?
