Cooling fan removal - fan integral to clutch 200 1980

I'm trying to remove the cooling fan from my B21F (taking the clinder head off) - it's the type where the fan and clutch are not separable (picture 5.9B in Haynes I think). There's just one bolt in the center of the assembly. The problem is that whenever I apply any torque, the fan assembly spins - the belts are not moving, the pulley/housing is slipping under the belts. Belts are tight, transmission is in gear, parking brake is applied.

How does this bolt get removed???
