Windshield Wiper Problem 200 1985

my 85 240 sedan has a problem. when the car is moving and i turn on the windshield wipers they wont stop! I noticed it once before i bought the car, but hadnt used the windshield wipers since i bought it, the guys at car toys tripped it and I guess they disconnected a wire (so i hooked it up again thinkin they were total idiots) but it still does it... What could be the problem and how can I fix it??
