Windshield Wiper Problem 200 1985

I've heard of weird things like this happening with a bad wiring harness. Hopefully it's something a lot simpler, though. The relay is located at the side of the floor, about where the driver's left foot rests on the firewall, where the firewall slopes to become the floor. Maybe it could be this relay, but I'm not sure. I suppose it could also be the switch at the lever on the steering column. Wait for more feedback from others.
