Why is the timing off? 700 1990

if the flywheel was off by 1 bolt, i doubt it would start and idle, much less run. each wrong bolt hole is 45 degrees. the only way to check is to zero the motor and pull the speed sensor. if you see a window, you're right and i'm amazed. if the flywheel doesn't have a window showing, then it should be right. more than 1 pulley has walked around. if you wanna be sure, pull the upper belt cover and see if the marks all line up. that's all i got, if all is right and it's really 23 degrees, i got nothing. good luck, chuck.
