Why is the timing off? 700 1990

Well the idle is rough, and the car is not quite as peppy as it should be. So something's off.

The pulley has pretty much been ruled out because it hasn't made any noise like its' slipping, and the two timing measurements (weeks apart) came up with the same results. Contrast that with my car. Twice now the crank pulley has made that squealing noise as it slips when I start the car, and the last time I checked the timing it was at an indicated 0deg BTDC. The car accelerates way too quickly for the timing to be set at 0.

Thanks for the suggestions, I'll check that next weekend when I have time.
