Your fan should not be blowing in the off position. Most likely your AC switch isn't fully in the off position. Off is not at 12:00, but rather a little to the left. Turn it hard all the way until you hear the click and the fan should turn off.

From your seat back, feel through the vinyl about four or five inches below where the two head rest posts go in. You should feel a plastic tab about an inch round in front of each post. Push both of these while pulling the headrest up and it should come out. If it's kind of stuck you might need somebody to help you as most people don't have three arms.
