740 Turbo won't go over 30 when low on gas 700 1989

We have a 740 Turbo that when low on gas (below 1/4 tank) will not go over 30. It continues if you fill up unless you put fuel injector cleaner (STP) in it. Any ideas? OUr regular mechanic thought it might be the turbo but admits he knows little about volvos and has not computer to work on them with. It was also suggested that the fuel pump in the tank maybe "on its way out" and overheating when low on fuel. Any ideas would help. Thanks.
