adjusting hood cable to open from inside? 700 1991

all it says is where the adjustements are to be made .. but tells nothing about how to do them ...

yes i've adjsuted it both ways and still nothing ... doesn't open the drivers or passenger side one .. and if i disconnect the pass side it still won't even open the drivers side one

i can get the hood open now because i have no head lights on the car so i can just pull the latch by hand but when i put the lights back its going to be very hard to open the hood
