Brakes 200

I finally took the wheels off my car to put the summer tires on. I found that on all four of my rotors the outermost 1/2 inch is all rusted and isn't being touched by the pads. This is weird becuase the pad is large enough to reach the area its not touching. Is this normal? The pads are almost new so I don't want to replace them if its not a problem. Also the e-brake drum on one side doesn't hold in some spots and when you push on the car it suddenly locks up. Any one had this happen? Some times I heard the same noise when leaving a stop after the e-brake has been on as I do when I push on the car with it on. I saw a lotta nice rotors in the junk yard the other day some maybe i'll go get some if I need them.
I also have a terrible shake when breaking that I thought was warped rotors but after turning both rotors today I found that neither is warped at all. Could this be a wheel bearing or a bad tie rod end?
