Fuel System Wiring 700 1990

Wiring genius needed! I still can't get a negitive injector pulse from the fuel system ecu! ( pin # 18 grey ) I'm on my 2nd rebuilt unit and the tech who does the rebuild said I probably have a short somewhere "burning out" the ecu. I meticulously checked each wire to the ecu for continuity, grounding,and shorting, and the only suspect wire I found was the blue-yellow ( pin # 9). This wire supplies 12 volts, through the fuel system relay, the radio interference relay, the idle control valve, mass air sensor, and the ecu. I disconnected ALL components and connectors but still had 10 ohms resistance when checking it to ground, and could not find anywhere in the wiring diagrams where that should exist. Does anyone know if that is common for this wire, or is it a short! Also, as this is a 12 volt supply wire, and the supply voltage at pin # 9 is correct, wouldn't a short affect this voltage. Also, could this possibly burn out an ecu??
