Vacuam line mystery....please help 200

Sorry for posting this again...but i got all my info together so i thought i'd give it a shot.

Car: 1982 244 Dl Kjetronic system B21F engine

Problem: i found a loose vacuam hose i did some trace work on the car right now. The line begins at the intake manifold goes under the intake and then connects to a three way connecter...two of those connectors connect back to the engine it seems(is this some sort of pcv system?) the last connecting line goes to this long vacuam line which goes all the way under the belts and under the alternator and i found the end of it near my radiator. where i found the hose there is some sort of a device that looks like almost a fuel regulator or somethign connected to a board like setup(ECU)? Is this where it's supposed to go? The line has a suction to it as well....

i'm afriad if this is some sort of a breather hose for the PCV system i might blow some seals by plugging this thing in?
