Kickdown cable causing shifting problems? 200

Yesterday we noticed our Brick (1989, 245,auto,202,000)shifting odd. It reved higher than usual before shifting and "clunked" when going into drive.

I noticed that the kickdown cable was loose and not retracting, sticky and like no spring action. Also noticed a bit of rust on the part of the cable that is usually retracted.

Would a faulty kickdown cable cause the symptoms we're experiencing?

If the kickdown cable is could be causing the problems, what is a fair price to have it replaced?

The tranny fluid is full and fairly fresh.
