AC/heat ground and fuse problems '91740 700

I am having a problem with something in my AC/heat system blowing my #9 fuse. I need to know if anyone has ever had this problem and if so where I can look to fix the problem. I know my ac system doesn't start up when I turn it on. I have unplugged the wire that goes to fuse 9 so the rest of the components on it will work (blinkers, pw, heated seats, etc.)

I need to to know where to start in order to fix this problem, any ideas?
