Speedo jumps at low speeds 700

A few days ago, I noticed that my speedo was jumping when ever it got in the 0-10 mph range. It bounces up and down when I coast at that speed or am braking and reach that range. Any ideas? I'm thinking that the contacts in the back might be a bit dirty but any other ideas?

Also, did the 1988's come with low-gas indicator lights? If not, could I install a newer gas gauge and have the low gas light work (is the light self-contained in the gauge?).
