Starter problem? 200 1981

I seem to have a starter problem, though I'm not certain that's where the problem lies. The car recently died a few blocks from home. It would start and run a bit, then die again immediately or after going a few feet. I was able to limp home, but when I got into the driveway, it wouldn't stop when I turned the key to off. I eventually had to disconnect the battery to get it to stop -- turned out the starter was running continuously which is what was keeping the engine going.

At first I thought it might be the ignition switch, but when I reconnected the battery, all seemed fine until I tried to start the engine, then I had to disconnect the battery again to get it to stop. Did this a couple of times to convince myself that the problem wouldn't go away.

Once I fix the starter problem, then I can work on why it died in the first place. (this is a GLT wagon with CIS). Any suggestions greatly appreciated! I actually tried to replace the starter a few months ago because of an intermittent no-start problem (click but no spin), but couldn't figure out how to get at the mounting bolts. After reading some messages here, I'm ready to try again, but I don't know if that is likely to fix this problem.
