More water leak questions 700

After the 4 inches of rain that southern Maine got last week, I found that a fair amount of water ended up on the drivers side floor of my 89 760 wagon. I have read the FAQs regarding leaks. With FAQs and my Haynes manual in hand, I crawled into the car. I found the front footwell cover, but don't see how to remove it. Or, do I even need to remove it? There is mention of a rubber gasket on a plug. Where is that? Then there is mention of cap for the fresh air intake. I couldn't identify that either.

Bottom line, there is alot of good info here, but I am not familiar enough with the car to figure out how to troubleshoot and correct the source of the leak from all the scenarios listed. Any help would be appreciated. It is raining again and the car is not garaged.
