Need help - occasional starting problem - fuel pump? 200 1989

I have an occasional starting problem with my 89 240DL. I don't think the fuel pump is getting power when it doesn't start. I looked at other posts and have replaced the main relay, 25 amp blade fuse and cleaned the wires that connect to the battery positive terminal. The 12 volt power is getting to the relay fine. I think I have a problem with the ground side of the relay. Any suggestions? Also, can someone tell me where the rpm signal originates that goes to the ECU? Any help is greatly appreciated.
