Air Conditioning -- Bad Relay? 200

The air condtioning on my 1992 240 seems not to work. When I flip the toggle switch on the dash the blue rectangle on the switch doesn't light up. I assume it's supposed to, since the corresponding lights (red and orange) on other toggle switches do light up. This makes me think the problem may be electrical. The fuse (position #12) seems fine, and other things that depend on that fuse (seat belt light, reverse lights etc.) do work. So could it be the relay? I understand the relay is in the dash. Anybody know how hard it is to replace one? Or am I on the wrong track altogether?

This is my first Volvo and I've ownly owned it for three (winter) months, so I've never needed the air.
