pump and system relay -very strange 200

i have a 83 244 volvo with 2.3l FI

i have heard that system relay and pump relays (which are under the passenger side kick cover) are same....
however only when i bypass my system relay i can drive normally
this makes me belive that i am not getting the signal that turns on the system relay (also known as the main relay or the ECU relay)
but where does this signal comeing from?????
ignition key?

i also noticed that system relay uses only 4 out of 5 pins
the conectors midle pin its connected to one of the side pins

please advise
