Engine will not run 200 1990

I have just purchased a 1990 Volvo 240 wagon 5spd from a gentlemen who gave up on it because he could not get it to run. Thought I could but so far no luck. When the engine cranks it will not fire. Sometimes it acts like it fires on a cylinder while cranking. Have checked compression and it is excellent in all cylinders. Have also tried to turn the distributor while someone cranks the engine to see if it was out of time but still no luck. Pulled plugs and have verified that I am getting spark. Could it have jumped a cog on the timing belt?? or could it be fuel pump relay??? Please someone help.
