1979 264 starter wiring problem 200 1979

I am trying to trace a starter problem. When you turn the key to start, there is no juice to the starter. I have found voltage on the blue wire coming out of the starter key assembly when the key is turned to the far right, but don't know where it goes from there. I was thinking it is the brown wire at the rectangular plug near the firewall. If that is right, there is no voltage there.

Anyone have any suggestions on where to check next?
